国外水资源管理模式研究

各国均根据其国情制定了适合本国的水资源管理模式。行政区域和流域结合的美国模式相互协调,形成了全方位水资源管理模式;权责清晰的分部门行政与集中协调的日本模式,把"多龙治水"协调完善,成为多部门管理水资源的典范;新加坡以其特有的统一部门管理模式,在职责划分上分工明确,覆盖管理职责范围细致,有效地保障了水资源管理的实施;英国的流域水资源统一管理模式、法国的流域水资源分级管理模式是流域管理可借鉴的模式。同时,国外注重完善水资源管理监督机制,能够有效地进行内外部监督,强调对水资源管理部门的监督。
