伊洛河洪水对黄河防洪的影响

介绍了伊洛河洪水的特性及危害,指出了存在的伊洛河上中游控制性工程能力不足、对黄河下游造成的防洪压力大等问题,分析了伊洛河各级洪水对黄河干流的顶托情况、对黄河干流入汇口河势的影响以及对黄河干流河道的影响,提出了相关对策及建议:①尽快编制并提请审批《伊洛河中下游防洪规划》,对伊洛河中下游进行全面治理;②在伊洛河上中游干流或支流上修建水库拦蓄洪水;③尽快明确伊洛河堤防优先加固的堤段及标准;④进一步建立和完善伊洛河流域洪水预警预报系统,完善防洪非工程措施;⑤对入黄口利用透水桩坝进行整治,在入黄口设置观测断面;⑥明确伊洛河干流发生大洪水时橡胶坝的塌坝运用原则;⑦由流域机构统一管理伊洛河防洪建设与治理工作;⑧继续开展相关专题研究。

Yiluo River Flood and Its Effect to the Yellow River Flood Control

This thesis introduced the features and harm of flood in Yiluo River,and indicated some problems,such as low capability of control projects in the upper and middle reaches of Yiluo River,high pressure to flood control in the lower reaches of the Yellow River.It analyzed the jacking of Yiluo River flood to the main Yellow River and the effect to river regime at the mouth into the Yellow River and the main river channel and put forward the following countermeasures and proposal: 1) draw up "Flood Control Planning in the Middle and Lower Reaches of Yiluo River" as soon as possible;2) build reservoirs in main stream or tributaries of the upper and middle Yiluo River;3) confirm preferential section of Yiluo River embankment for reinforcement and reinforced standards;4) establish the flood predicting and forecasting system in Yiluo River basin,and optimize non-engineering measures of flood control;5) improve river channel with permeable dikes and set up some observation sections at mouth into the Yellow River;6) confirm the rubber dam collapse applying principle while the great flood occurs;7) build unified administration of Yiluo River flood control by river basin organization;8) continue related monographic study.
