| 摘 要： | 签发船舶法定证书是船旗国的职责.认可组织如船级社代表主管机关履行部分或全部签发法定证书的职能在全球范围已很普遍.SOLAS1974、MARPOL 73/78等国际公约均对此做出了相关规定.比较主管机关与认可组织的优势,认为认可组织可以履行主管机关证书的责任并签发法定证书,主管机关通过制定标准和监督认可组织来保证责任的有效履行.
