| 摘 要： | 随着人口、经济的迅速发展,水资源的供需矛盾日益突出。我国生态环境用水问题引起了社会的广泛关注。但由于水资源短缺、水权不明晰。出现了行业用水的“拥挤效应”。并引起了一系列的生态环境问题。对生态环境用水的有关概念进行了辨析,提出了生态环境用水权的概念,对其进行了界定。并指出生态环境用水权的特征,对生态环境用水权分配的原则、方法、步骤做了初步探讨。

| Abstract: | As the rapid development of population and economy,the contradiction between supply and demand of water has been more obvious.The problem of Chinese ecoenvironment water utilization was given more attentions extensively by society.However,"crowding"of business water utilization appeared and brought a series of ecoenvironment problems for water shortage and water right unclarity.This paper analyzes the relative concept of ecoenvironment water utilization and poses the concept of water right.And it also makes a definition,indicates the character of this right and discusses the allocation principal,method and steps of this right. |
