摘    要:河北省石家庄市是全国第二批节水型社会建设试点.试点建设以来,全市以“控制用水总量,减少地下水超采”为主要建设目标,累计投资212亿元,通过实施“各行业用水减量化,地下水控采严格化,非常规水利用全面化,节水工程体系化,经济结构调优化,节水宣传常态化”等措施,全市用水效率和效益得到提高.探索实施的“制度约束、计量支撑、实时监控、中水置换、优化配置、合理利用”的地下水控采技术集成效果显著,为华北地区乃至全国提供了可推广的实践经验与重要启示.

Abstract:Shijiazhuang City in Hebei Province is listed as the second group pilots of water-saving society establishment in China. A total of 21.2 billion yuan has been invested with the targets of control total water use and reduce over-exploitation of groundwater. Water use efficiency and benefit have been enhanced by means of reducing sectoral water use, stringent control of groundwater use, use of recycled water, complete water saving structures, optimizing economic pattern and raising awareness of water conservation. The practice and experience of the city can be learned and extended to North China and even the whole country as it has achieved fruitful result in integration of groundwater control technologies through implementation of regulations, metering, real-time monitoring, recycled water use, optimized allocation and rational utilization.
