摘    要:提出了一套基于Web的防汛调度指挥系统,阐述了基于B/S和C/S混合架构的网络防汛调度指挥系统的目标、设计方案、实现功能以及技术路线,介绍了利用WebGIS所实现的各项功能.阐述了基于Web防汛调度指挥系统中所采用的关键技术,使WebGIS在水利行业得到了充分的应用和推广,同时该系统利用水利模型预测出洪水的发展趋势.为辅助决策提供了依据.

Abstract:This paper develops a flood-prevention and dispatch command system based on Web, expounds the destination, designing scheme, realized function and technology route of the such a system based on the mixed frame of B/ S and C/S, and meanwhile, introduces the various functions which are realized by utilizing WebGIS. It mainly expounds the key technology which is adopted in the flood-prevention and dispatch command system based on Web, which makes the WebGIS apply and extend fully in water conservancy industry. The system forecasts the developmental trend of flood by making use of water conservancy model, so that it provides the foundation for the decision-making of assistant.
