大力发展农村水利加快甘肃新农村建设

大力发展农村水利，解决饮水困难，保障饮水安全，实施流域综合治理，推行农民参与式管理，为甘肃省新农村建设发挥了积极的作用。为推进水利新发展，加快新农村建设，甘肃省明确了水利工作的思路与重点，着重抓好六项工作．建设六大工程，妥善处理区域发展与流域发展、新开水源与节约用水、水利建设与保护生态、抗旱与防汛、骨干工程与中小工程、水利建设与水利管理、水利发展与水利改革、政府主导与社会投入等八大关系。
