| 摘 要： | 围绕着民办高等教育的发展,深入探讨政府责任的内涵,进一步明晰政府责任的内容,以及现阶段实现民办高等教育进一步发展政府在认识、管理、财政、政策、服务等五方面的履责路径,即转变观念,实现对民办高校的深入认识与重新定位;弱化政府行为,实现科学管理;加强财政资助,实行间接为主,直接为辅,供给与需求导向相结合的资助方式;落实现有政策,寻求新的法律突破;发展中介机构,繁荣民办高等教育事业。

| Abstract: | This thesis discusses the essence of government responsibility in accordance with the development of private higher education,further analyses its contents and its path to realization in cognition,management,finance,policy and service: transforming cognition,realizing further cognition and re-orientation;weakening governmental activities,realizing scientific management;strengthening fiscal subsidy combined with direct and indirect supplies and needs;implementing policy,exploring the new breakthrough;developing service agency,booming private higher education. |
