我国三大重大战略区域的卫生资源配置效率分析

摘    要:目的 对比分析国家三大重大战略区域京津冀、长三角及粤港澳大湾区的卫生资源配置效率,为进一步优化三大区域卫生资源配置,实现卫生健康事业高质量发展提供参考依据。方法 采用数据包络分析法的BCC模型和Malmquist指数评价三大区域卫生资源配置效率。结果 2016—2020年长三角和粤港澳大湾区卫生资源配置的综合效率均为1,DEA有效; 京津冀在2017—2019年综合效率及规模效率分别为0.972、0.968、0.957,纯技术效率为1,DEA弱有效; 2016—2020年京津冀、长三角、粤港澳大湾区全要素生产率及技术进步均数分别为0.899、0.893、0.929,技术效率、纯技术效率及规模效率均数均为1。结论 京津冀卫生资源配置效率相对较低,长三角和粤港澳大湾区卫生资源配置结构存在不合理,进步不足阻碍三大区域卫生资源效率。

Abstract:Objective To compare and analyze the efficiency of health resources allocation in Beijing-Tianjin-Hebei, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area, so as to provide reference for further optimizing the allocation of health resource in the three major strategic regions and realizing the high-quality development of health cause. Methods The BCC model and Malmquist index of DEA were used to evaluate the allocation efficiency of health resources in the three regions. Results From 2016 to 2020, the comprehensive efficiency of health resource allocation in Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area were all 1 and DEA was effective. From 2017 to 2019, the comprehensive efficiency and scale efficiency of Beijing-Tianjin-Hebei region were 0.972, 0.968 and 0.957 respectively, the pure technical efficiency was 1, and the DEA was weakly effective. From 2016 to 2020, the mean values of total factor productivity and technological progress in Beijing-Tianjin-Hebei, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area were 0.899, 0.893 and 0.929 respectively, and the mean values of technical efficiency, pure technical efficiency and scale efficiency were 1. Conclusion The efficiency of health resource allocation in Beijing-Tianjin-Hebei is relatively low, while the health resource allocation structure of Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area is unreasonable, and the insufficient progress hinders the health resource efficiency of the three regions.
