摘    要:针对湖南省电网执行峰谷分时电价存在的问题,结合湖南省实际情况,提出完善峰谷分时电价的策略。以规划综合大数据平台为基础,基于负荷需求弹性分析,综合考虑供电成本、用户用电成本、负荷优化目标等条件,通过研究电价价差调整原则,制定出不同时段的电价,根据电价的经济信号,引导各类用户合理用电,优化负荷特性,提升湖南电力系统运行效率和全社会资源利用效率。

Abstract:In response to the problems in the implementation of peak-to-valley time-of-use tariffs in Hunan power grid, combined with the actual situation of the province, the strategy of improving peak-to-valley time-of-use tariffs is proposed.On the basis of planning comprehensive big data platform and the analysis of load demand elasticity, taking into account the conditions of power supply cost, user electricity cost and load optimization goal, and by studying the principle of price difference adjustment, the electricity price in different periods is worked out.According to the economic signal of the electricity price, all kinds of users to use the electricity reasonably is guided, the load characteristic is optimized, the operating efficiency of Hunan electric power system and the utilization efficiency of the whole society resources are improved.
