我国公务员制度的产生及运行环境分析

摘    要:我国公务员制度的产生和发展有着鲜明的中国特色,它是我国经济、政治和社会发展的内在要求。实行社会主义市场经济是中国确立公务员制度的根本动力,干部人事制度改革是我国确立公务员制度的直接原因,对外开放为其提供了有利的环境和条件。公务员制度是一种社会现象,它的发展要受到包括经济、政治和文化在内的社会生态环境的制约,因此,在弄清公务员制度的产生及运行环境的基础上,不断调适公务员与社会、文化生态环境之间的关系,既是现实社会不可回避的问题,也是促进公务员制度不断改革的动力。

Abstract:The emergence and development of China's civil service system has distinct Chinese characteristics,it is the internal need of economic,political and social development of our country.China established a socialist market economy is the fundamental driving force for the establishment of Civil Service of China,the reform of personnel system of Cadres is the direct cause of our established civil service,opening up provide a favorable environment and conditions for the establishment of the civil service system.However,the civil service is a social phenomenon,its development is constrained to economic,political,social and cultural environment.Thus it is a nescapable issue to constant adapt the relations between the ecological environment including economy social and cultural and the civil service,and also the promote to the reform of the civil service.
