基本公共卫生服务均等化评价指标体系的实证研究

目的：将构建的基本公共卫生服务均等化评价指标体系用于实践，检验其实用价值。方法：采用专家评分法构建指标体系，以湖南省某市为调研对象，明确每一条指标的数据来源和采集方式，用现实的数据检验指标体系的信度与效度，并运用层次分析法和TOPSIS法对某市9区县进行综合评价与排序。结果：指标体系信度检验的克朗巴赫α系数为0.750，效度检验运用因子分析法提取5个公因子，其累计贡献率达到89.32%。采用层次分析法和TOPSIS法对湖南省某市9区县基本公共卫生服务均等化的状况进行排序的结果非常相近，仅两个区的位置出现差异。结论：本研究构建的指标体系具有良好的效度和信度，能够对目前的基本公共卫生服务状况进行客观的衡量。

Evaluation index system for equalization of basic public health services

Objective: To establish the evaluation index system for equalization of basic public health servicesand to test its value in practice.Methods: We developed the index system through expert scored evaluationand then chose a city inHunan for the research object. Th e sources of data and the methods of collection for each indicatorwere identifi ed. Th e reliability and validity of index system was tested. Th e methods of AHP (analytichierarchy process) and TOPSIS (technique for order preference by similarity to an ideal solution)were applied to comprehensively evaluate the public health services among nine counties in thecity.Results: Th e Cronbach′s alpha coeffi cient, which described reliability test result on evaluation indexsystem for equalization of basic public health services, was 0.750. Th e cumulative contribution ratereached 89.32% after validity test with extraction of 5 common factors through factor-analysis. Thesorting results from AHP or TOPSIS method are very close except two districts.Conclusion: Evaluation index system for equalization of basic public health services established inthis study is in good validity and reliability, which can be objectively applied to analyze the currentstatus of basic public health services.
