水资源监控能力建设功能需求及实施策略

当前,我国水资源监控能力总体薄弱,缺乏完善的监测系统和全面的监测信息,尚未形成满足实行最严格水资源管理制度要求的监测、计量和信息管理能力,在一定程度上制约了制度的落实.通过分析加强水资源监控能力建设的必要性,提出了建立水资源信息“全国一本账”的理念,研究了水资源监控能力建设功能需求,探讨了其支撑“三条红线”管理的实施策略等.

Demand analysis of water resources monitoring capacity and implementation strategy study

The current ability of water resources monitoring in China is weak, resulting in hacking of a sound monitoring system and comprehensive monitoring data and information, and cannot meet to the requirement of monitoring, metering and information management for the implementation of stringent water resources management system, and to some extent, places a restriction on the implementation of system. The necessity of strengthening capacity of water resources monitoring is described in the paper. The idea of establishing ＂one book＂ for water resources information is proposed. Studies are made on how to strengthen capacity of water resources monitoring, and implementing strategies for supporting ＂three red line＂ management.
