甘肃省加快落实最严格水资源管理制度的试点探索

甘肃省作为水利部加快实施最严格水资源管理制度的试点,积极开展工作,制定了最严格水资源管理的制度框架,初步建立了用水总量、用水效率指标体系,水资源保护工作全面展开,总量控制及水量调度工作取得显著成效.按照试点方案,甘肃省将完善水资源管理“三条红线”控制指标,建立用水总量、用水效率、水功能区限制纳污、监督考核等4项制度,加强水资源统计、计量、监测能力建设,加快推进最严格水资源管理制度的落实.

Exploitation of stringent water resources management system implemented in Gansu Province

Being the pilot of implementing stringent water resources management system of the Ministry of Water Resources, Gansu Province worked out the systematic framework and established the index system for total water use and water use efficiency. Great achievement has been made in the control of total water use and water allocation management. According to the plan, Gansu Province will complete control index of ＂three red lines＂ and set up four systems of total water use, water use efficiency, limit of carrying capacity of water function zones and monitoring and evaluation and strengthen capacity of statistics, metering and monitoring.
