摘    要:从分析国内以往配电管理系统(DMS)存在的主要问题入手,针对配电网的发展需求,结合国际标准和计算机技术的发展趋势,提出了新一代配电网自动化及管理系统的设计原则.并据此原则在南京供电公司的DMS上按IEC 61970标准实现了与公用地理信息系统(GIS)的无缝集成,保证了实时和管理应用采用同一套模型和图形;开发了配电网图形和模型的多态与同步功能,可对设备生命周期实施全过程控制;结合可定制的流程化控制,配电网调度作业管理可以共享实时数据、模型和拓扑信息,实现了配调业务流程的无纸化作业;组件化的配电网拓扑分析内嵌在配电网管理流程的每一个细节之中,保证了系统安全.最后就GIS的发展提出了看法.

Abstract:By analyzing the major problems of distribution management system (DMS), a design principle of the new generation distribution automation and management system is presented in accordance with the international standard and the developing trend of the computer technology. Taking realization in Nanjing Power Supply Company based on the principle as an example, the paper presents the key technology in the new DMS. The seamless integration with common geographic information system (GIS) can assure a same model and graph being used in the real-time and management application. Multi-context and synchronization function of model and graph can monitor the life cycle of facilities. Combining the custom-tailored flow control, the real-time data, model and topology information can be shared by distribution network dispatching work management and the paper-free operation of the dispatching network dispatching flow can be realized. The topology analysis embedded in every operation can strengthen the safety of power system. Some ideas about the future GIS development are also put forward.
