| 摘 要： | 根据白洋淀流域水资源管理概况,分析了目前水资源管理体制中存在的问题,提出建立以流域管理为主、其他涉水部门配合为辅,公众广泛参与决策、涉水事务民主协商的新型水资源管理体制,以促进白洋淀流域水资源的可持续利用。

| Abstract: | Based on analysis of water resources management system in Baiyangdian,problems with the existed system is evaluated.A new-type management system that handles water-related matters with democratic consultation is put forward,aiming at strengthening role of river basin authorities with the help of other relative department and the public participation. |
