| 摘 要： | 农村社区是农村治理体系的重要组成部分,承担着农村基层组织管理和公共服务提供的职责。农村社区建设要纳入中央和地方财政安排并实现均衡分担,鼓励企业、社会团体、事业单位、个人和外资以多种形式捐赠或兴办社区公益事业,形成政府主导、社会参与、市场开发的多元化筹资机制。

| Abstract: | Rural community,bearer of basic organization management and public affair,is a part of rural management system.So,the investment of rural community construction ought to be burdened by the central and local government in equilibrium,some incentive measures should be taken to get more care and money from companies,people,organizations,and public institutions for public care to form into a multi-level fund raising system of government running,society anticipating,market developing. |
