中国扶贫开发经验总结与展望

改革开放以来,中国共产党领导人民走出了一条中国特色扶贫道路并取得了举世瞩目的成就。回顾四十多年来扶贫开发历程,中国扶贫脱贫工作取得成功的经验在于坚持党的领导和基层组织建设,坚持以人民为中心的思想方针,坚持依据不同阶段国民经济社会发展水平制定实施扶贫战略,坚持以激发贫困地区和贫困人口内生动力为主的开发式扶贫,坚持全党全社会全行业共同参与扶贫。在取得脱贫攻坚胜利之后,党和政府要继续带领全社会共同参与,建立解决相对贫困的长效机制,巩固脱贫成果,为实现"两个百年"目标打好基础。

Summary and Prospect of Poverty Alleviation and Development in China

China has experienced a long history of poverty alleviation and development.Since reform and opening-up,the Communist Party of China(CPC)has led the people to explore a road of poverty alleviation with Chinese characteristics and made remarkable achievements.By reviewing the 42 years of poverty alleviation and development,it shows that the successful experience of China’s poverty alleviation lies in the leadership of the CPC and its construction.The success also lies in that the CPC adheres to the philosophy of“people-centered”.At the same time,China insists on formulating and implementing poverty alleviation strategies in accordance with the level of national economic and social development at different stages,continues to implement development-oriented poverty alleviation focusing on stimulating the endogenous power of poor areas and the poor population and insists the joint participation of the whole Party,society,and industries.With the victory of poverty alleviation,the CPC and the government should continue to lead the whole society in participating in establishing a long-term mechanism to address relative poverty,consolidating existing achievements of poverty alleviation,and achieving the goal of building a moderately prosperous society in all respects.
