Wheat straw alkaline pulp from paper mills with an annual output bellow 10 000 t pollutes surface water seriously. The government has formulated many management policies to limit the productivity of the mills and has done much work to treat the black liquor. A new technique for treating the black liquor is introduced. It has three advantages: little investment, high attached value, and thorough treatment. The popularization and application of this technique will play an important role in water resources protection and water pollution prevention.
