| 摘 要： | 介绍了上海轨道交通新线试运营评审的3个阶段以及每个阶段的评审依据;结合多年来参与全国新线试运营基本条件评审工作实践,对GB/T 30013—2013《城市轨道交通试运营基本条件》中"试运营"的部分条款提出了相关意见和建议;对如何切实落实将要全面实行的城市轨道交通运营安全第三方评估制度,提出了具体的建议。期望通过完善国家标准规范及相关配套办法和制度,能够给予安全评估工作以足够的制度支撑。

| Abstract: | The 3 stages of review on new line trial operation in Shanghai rail transit and the reviewing basis at each stage are introduced. Combined with practices of the review on new line trial operation in the past year nationwide,some practical suggestions are put forward for partial clauses in the part of"Trial Operation"(from"The Basic Conditions for Urban Rail Transit Trial Operation"),expecting to get strong institutional support through improving the state standards and the coordi-nated methods. |
