铁路项目投资控制分析与建议

结合铁路大中型基建程序，从目前占铁路投资比重较大的3种设计规范出发，归纳各种规范的主要工程措施和技术要求，在技术标准、项目因素、区域经济3个方面探讨影响铁路投资的控制因素，提出铁路项目投资控制的优化措施和建议，这些建议主要包括8个方面，分别为合理确定桥隧比例、准确选择路基填料及加固措施、规范桥梁设计、适当选用无砟轨道、优化“四电”集成设计方案、严控大型站房投资、恰当处理近远期技术结合、加强铁路施工组织设计。这些措施和建议为有效、合理确定工程造价将起到参考作用。

Analyses and suggestions on investment control in railway project

Combined with exploring of process of capital construction procedures of large - and medium - sized rail way, this paper summarizes engineering measures and technical requirements of three design codes which take great proportions in the railway investments. It also explores controlling factors that affecting railway investments in three aspects, which are technical standards, sports factors, regional economy. In the mean while, it puts forward improving measures and suggestions to the cost control, which will provides references provides references for other projects in determination of their engineering cost.
