| 摘 要： | 介绍了城市规划和土地利用总体规划编制和管理的现状，从编制内容、依据和技术标准等方面，总结了两个规划在规划编制和管理中出现的问题，分析了产生问题的主要原因，提出了两个规划相互协调和衔接的对策。

| Abstract: | Current situation on making out and administration of urban planning and land use general planning is introduced. Problems on urban planning and land use planning are summarized from aspects of the content, foundation and standard.The reasons of the problems are analyzed. Countermeasures to coordinate and to connect the two plannings are proposed. |
