| 摘 要： | 以促进农业稳定发展为目的，研究了农村改革发展需要解决的关键性问题。首先提出了坚持农村基本经营制度是推进农村改革发展的保障，重点指出强化土地承包经营权是推进农村改革发展的关键。最后就推进农村土地承包经营权流转从完善联产承包责任制、推动经营权合理流转、改善农业生产条件三方面提出了对策。

| Abstract: | Aiming at the promotion of stable development of agriculture, the article conducted an exploratory study on the key issues that need to be solved during the reform and development of rural areas. It is first put forward that adhering to the basic administrative system is the guarantee of promoting the reform and development of the rural areas, specifically pointing out that strengthening land contracting management right is the key of the reform and development of rural areas. Finally, the thought on promoting the circulation of land contracting management right is refined from three aspects as perfecting contract responsibility system, promo- ting reasonable circulation of management rights, and improving agricultural production conditions. |
