| 摘 要： | 家庭是社会生活和社会福利制度最重要的社会单元。改革开放三十年来,中国家庭的结构功能与地位角色发生重大结构转变,传统的家庭问题演变为当前的问题家庭。笔者参考发达国家家庭福利制度模式,首次提出中国特色家庭福利政策框架,指明家庭福利服务体系建设目标、原则和制度化途径,提出家庭福利体系建设战略构想与若干政策建议。

| Abstract: | Family is most important unit in social life and social welfare system.Since the opening and reform,Chinese family structure-functions and roles have great structural transformations.The traditional family issues became family crisis.Based on western country family system,the author first proposes Chinese family welfare policy framework,and points out the goal and principal and institutional channel for constructing the family welfare servces system,and makes strategy planning and policy recomomdations. |
