发达国家机动化早中期的城市停车对策

摘    要:分析了世界上一些发达国家机动化早、中期停车场建设水平 ,总结了其主要停车政策。指出其停车政策的发展经历了 3个阶段 :增加停车场容量 ,积极使停车供给适应停车需求 ;通过控制城市中心区停车场容量达到控制交通需求的目的 ;利用停车政策促进城市交通结构调整。针对我国当前停车场建设水平等实际情况 ,提出如何适当增加城市停车场容量、确保基本停车需求得以满足应是当前我国城市停车政策要考虑的问题。要将停车政策和调整城市交通结构、促进城市经济发展等政策有机地结合起来。以达到对停车问题标本兼治的目的

Abstract:This paper analyzed the overall level of parking facility construction at the early and middle period of motorization and the relevant parking policies in some of the world developed countries. It is said that the parking policy changed in three stages: the increase of the parking capacity to cater the needs of parking; limit to the traffic demands by control of the parking capacity in the urban center; readjustment of the urban traffic structure by implementing new parking policy. Based on the Chinese situation, the paper raises the idea to solve the parking problems by combining the economic development, provision of the proper parking plots and adjusting the urban traffic structure.
