论加强协商民主的制度化与实效性

随着我国改革进入深水区,利益多元化、社会矛盾愈加凸显了协商民主的重要性。但协商民主理论还不完善,需要用制度化来规范和保证,作为协商民主的主渠道——人民政协发展与协商民主的步调还不相适应。这就要求我们在实践中积极探求制度化,在协商民主实践中找准角色定位,避免形式主义,积极发挥人民政协作用,不断推进社会主义协商民主发展。

Research on Strengthening Institutionalization and Effectiveness of Deliberative Democracy

With the deepening of China’ s reform, the diversification of interests and social contradiction highlight the importance of de-liberative democracy. But the theory of the deliberative democracy is not perfected, it needs to be regulated and guaranteed by institu-tionalization. The Chinese People＆#39;s Political Consultative Conference, as the main channel of deliberative democracy, its development pace does not adapt to the deliberative democracy, which requires us to actively explore the institutionalization in practice, find the right role in the practice of deliberative democracy, avoid formalism and try to make full use of the CPPCC to advance the development of socialist deliberative democracy.
