节能减排新局势下浙江省造纸行业的发展

摘    要:对浙江省十二五期间造纸行业面临的节能减排局势做了分析,统计研究了浙江省造纸行业近十年来行业发展的特征及污染减排成效,重点阐述了节能减排新局势下浙江省造纸企业面临的冲击,产能限制要求提高,吨纸排水量指标限值加严,使中小废纸造纸企业及特种纸企业面临发展瓶颈,并从完善造纸标准体系、提高产业生产集中规模化、加大科研激励、实现资源梯级利用、提高过程控制节能减排及污染治理水平及能源计量管理等方面提出对策建议。

Abstract:This paper analyzes the energy-saving and emission reduction situations that papermaking industry of Zhejiang Province will face during the Twelfth Five-year Plan.For the past decade,Zhejiang papermaking industry has developed rapidly,and the ability of energy saving and emission reduction has been improved obviously.Under the new situation of energy saving and emission reduction,the more strict limitation of papermaking industry production capacity and per paper displacement limitation have become the bottleneck for development of small and medium sized enterprises and specialty paper enterprises.It is necessary to perfect the papermaking standard system,improve large-scale production ability,increase scientific research incentive and implement resource step utilization.Suggestions to papermaking enterprises to improve abilities of process control were proposed on energy-saving and emission reduction and strengthen energy measurement management.
