| 摘 要： | 概述了近年来特别是2004年元旦、春节期间北京市禁止燃放烟花爆竹政令实施现状,在此基础上分析了当前禁放面临严峻形势的深层原因。指出,解除政令、变"禁"为"限",是烟花爆竹安全管理发展的历史必然,也是缓解当前"禁"、"限"两难的根本途径。

| Abstract: | In this paper,authors outline the present situation of executing the government decree about prohibition of fireworks in Beijing over years,particularly during the New Year′ Day and the Spring Festival 2004,and on the basis of these,analyze deeply the causes for which the prohibition of fireworks is confronted with a grim situation at present.It is pointed out that lifting the government decree and changing prohibiting into limiting are inevitable to safety management of fireworks as viewed from evolution history,and also the ultimate approach out of the dilemma,prohibiting or limiting. |
