极端降雨条件下合肥市董铺和大房郢水库防洪调度实践

摘    要:以合肥市董铺和大房郢水库为研究对象,分析了应对 2020 年 0717 号洪水典型防洪调度方案及其防洪效果。董铺水库削峰率 78.9%,最大拦蓄水量 0.385 亿 m3,大房郢水库削峰率 67.4%,最大拦蓄水量 0.361 亿 m3,系统总结了南淝河流域面对极端降雨条件的防洪调度措施;分析了在历史极值降雨强度下分别以安全取水位、安全供水水位及主汛期汛限水位为起调水位进行不泄洪调度方案,在历史最大 1 日与历史最大 3 日面降雨量情况下三种起调水位最高水位均低于相应设计洪水位。结果表明:在 1~3 日极值降雨情况下,若下游城市河道南淝河和巢湖防洪排涝压力大,可以采用不泄洪的调度策略,为推进水库优化调度,统筹合肥市城市防洪安全与供水安全提供参考。

Abstract:Taking Dongpu and Dafangying reservoirs in Hefei City as the research objects, this paper analyzed the typical flood control dispatch scheme and its flood control effect in response to the flood on July 17, 2020. The peak reduction rate of Dongpu reservoir was 78.9% , with a maximum storage capacity of 38.5 million cubic meters.The peak reduction rate of Dafangying reservoir was 67.4%, with a maximum storage capacity of 36.1 million cubic meters. The flood control dispatch measures for the Nanfei River Basin under extreme rainfall conditions were systematically summarized. The paper analyzed the non-spill flood control dispatch schemes starting from the safe water intake level, the safe water supply level, and the flood limit water level during the main flood season under historical extreme rainfall intensity. Under the historical maximum 1-day and maximum 3-day rainfall conditions, the highest water level of the three starting water levels was lower than the corresponding design flood level. The results showed that under extreme rainfall conditions on the first to third day, if there was great pressure on flood control and drainage in downstream urban rivers such as Nanfei River and Chaohu Lake, the non-spill flood control dispatch strategy could be adopted to provide reference for promoting the optimization of reservoir dispatch and overall flood controled safety and water supply safety in Hefei City.
