汾河三坝灌区农用水井运行机制

根据当地连续四年库水不足，干旱缺水的实际，为抗旱保苗，适应市场经济需求，推进水利产业的进程，充分发挥水井作用，创立了水井改制约几种模式，它不仅解决了水井建、管、用脱节和打井资金不足等问题，而且有力地改善了生产条件，并为农用水井改制和运行提供了宝贵经验。

Operating Mechanism of Farm Well in Sanba Irrigation District of Fenhe River

Owing to the cause that the Fenhe Reservoir had not had sufficient water stored,Sanba irrigation district which depends on the water supplied by the Fenhe Reservoir, therefore,once fell into a very difficult situation,dry land plus lacking of water for the last four years in succession.In order to fight the drought to ensure the growth of seedling,to meet the needs in market,to give an impetus to the course of water industry,and thereby to bring the well's function into full play,several modes for reforming the managerial system of the well were founded.These modes not only solved the problem in short of funds and the problem that the construction,the management and the use of the well had long been disjointing each other,but also improved strongly the production conditions and provided a lot of the valuable experiences for the further system reform and operation of the farm well.
