跨国公司在华R&D投资的溢出效应研究——基于随机前沿分析方法(SFA)的检验

跨国公司R&D投资能否帮助中国内资部门提升产出的技术效率,是一个具有重要学术和政策研究价值的命题。本文利用1998～2006年中国30个省区的面板数据,重点考察跨国公司R&D投资对中国省区的溢出效应及其区域差异。基于SFA方法的检验结果显示:跨国公司R&D投资对中国省区技术效率提升有着显著的溢出效应;跨国公司R&D投资的溢出效应明显呈现出地区差异性的特点;竞争效应是导致跨国公司在华R&D投资技术溢出的主要渠道,而示范模仿渠道的溢出效应相对有限,其关键原因在于本地相对滞后的技术吸收能力制约了跨国公司R&D投资溢出效应的发挥。

Spillovers of Foreign R&D in China: A Case Study based on SFA

It is important for both academic research and policy making to investigate the spillover effect that foreign R&D investment brings to domestic firms.This paper studies this issue using panel data containing 30 provinces of China between 1998 and 2003.With the stochastic frontier analysis and the technical inefficiency model,the paper finds a positive spillover effect of foreign R&D investment on improving technical efficiency of Chinese provinces.Moreover,this effect shows distinct regional difference.The paper further find that the spillover effect is mainly works through competition effects,and the demonstration-imitation effect is limited in China because of the weak native absorbing capability.
