摘    要:从现实情况来看,影响无职党员发挥作用的原因有四点:1、少数干部把无职党员的作用看得无足轻重,挫伤了他们的积极性。2、少数单位忽视了理想和奉献精神教育,部分无职党员的先锋队意识下降。3、少数支部对如何发挥无职党员的作用缺乏具体要求和引导。4、少数无职党员自身素质不高,无能力发挥作用。针对这种情况特提出具体的工作对策:1、下功夫为无职党员发挥作用创造良好的外部条件。2、想办法激发无职党员发挥作用的内在动力。3、明确无职党员在哪些方面发挥作用。4、建立考核、约束机制,敦促无职党员发挥作用。5、保证无职党员的权利和义务相统一。

Abstract:From the perspective of current circumstances,there are 4 factors affecting the performances of jobless Party members as follows: 1.A few cadres had thought of jobless Party members as useless which undermined their enthusiasm.2.Some units had overlooked the education of ideals and dedication which resulted in the weakening of some unemployed members' sense of vanguard.3.There had been void in specific requirement and instructions concerning how to give play to unemployed comrades in a few Party branches.4.A small number of jobless Party members' quality can live up to the ability requirement.This essay had listed corresponding measures to each of the problems as follows: 1.Step up efforts to create favorable environment for jobless Party members to play their roles.2.Try to evoke the driving force of this group to wield their power initiatively.3.Elaborate on the fields to which they can contribute.4.Establish institutions of assessment and commitment to urge them to play their roles.5.Guarantee the balance of rights and obligations they enjoyed.
