欧盟将如何履行《京都议定书》

在《联合国气候变化框架公约》各缔约方的努力下,2001年底在马拉喀什召开的第七次缔约方会议上达成的《马拉喀什协议》,为《京都议定书》的生效铺平了道路。如果进展顺利,议定书有望于2002年底生效。欧盟是国际社会中积极推动实施议定书的一体化组织。在议定书即将生效之际,本文通过分析欧盟政治经济状况、温室气体排放特点和履行议定书的政策和措施,试图证明欧盟正在以保护全球环境的积极行动作为手段,不断加强自身在国际社会中的政治地位和影响。

How to Carry Out Kyoto Protocol in EU

Parties to the United Nations Framework Convention on Climate Change have made great effort at COP 7 held in Marrakech at the end of 2001, to reach the agreement-Marrakech Accord. It paves the way for the Kyoto Protocol (KP) to come into force, hopefully at the end of 2002. European Union (EU) has been the most active integrated organization in promoting the implementation of KP in the international community. This paper will analyze the political and economic conditions, greenhouse gas emission characteristics and policies and measures to implement KP in the EU, in order to demonstrate that EU is intending to strengthen its political status and influence in the world through its positive actions in protecting the global environment.
