“去行政化”与“纪宝成难题”求解

中国大学行政化趋势由来已久,典型地表现在行政等级越来越具有支配性地位,但要想立即去掉或完全去掉几乎是不可能的,但大学发展要求必须去行政化,这就构成了著名的＂纪宝成难题＂。通过对大学行政化形成过程分析后发现,大学去行政化就是要去掉行政特权,回归学术本位,而非简单地去掉行政级别。在去行政化过程中首先需要走行政与学术系统并立的过渡阶段,只有这样去行政化才是可能的,这说明纪宝成难题并非完全无解。

"De-administration" and" the Key to "the JI Bao-chengs Puzzle"

In China,the university has been becoming more and more administrative,the administrative power has been playing a dominant role.This trend can not be stopped at once,but de-administration is necessary for university＇s development,that is ＂Puzzle of JI Bao-cheng＂.After the analysis of process of administration in university,it is given that the de-administration of university is to remove the privilege of administration and return academic orientation,not just throw up administrative ranks simply.In the process of de-administration of university,the first step is to set up a binary system of academic and administrative as a phase of transition,only this can it be possible to carry out the de-administration.It means that the puzzle of JI Bao-cheng is not unsolvable wholly.
