中国行政改革的阶段定位解析——基于第三次明诺布鲁克会议的视角

尽管2008年第三次明诺布鲁克会议标志着新公共行政学已经把关注的重点转向讨论全球公共行政的走向以及对公共管理和公共服务理论进行有益的替代。但是中国的行政改革却还处在第一次明诺布鲁克会议所说的由传统效率行政向公平行政过渡的阶段，所以在此阶段定位的基础之上，进一步探讨政治——行政两分法之于中国改革的理论意义，同时分析政治经济改革脱节以及二元制结构下的社会分化对于中国行政改革的环境影响，尽管新公共管理理论、新公共服务思想是当前世界的主流思潮，然而单就中国的国情来说，新公共行政学更具指导意义。

An Analysis of the Phases of the Administrative Reform in China： Based on the Third Ming Minnow Brook Conference

Although the 2008 meeting marked the Third Minnowbrook Conference a new public administration has shifted the discussion to the focus on the public administration and has replaced effectively the global public management and public service theory, the reform of administration in China remains at the phase from the traditional efficiency of administration to the fair administration mentioned at the first Minnowbrook Conference. Based on this phase, a further exploration of division of politics-administration dichotomy is of theoretical significance to the reform in China. Meanwhile, the analysis of the disconnection between the political and economic reforms, and the impact on the environment for the administration reform in China from the social differentiation under the structure of binary system leads to the view that despite the new public management theory and new public service thinking are the current mainstream of world thought, the new public administration is more significant in terms of guidance based on the national conditions of the country.
