中国市场化进程报告:现状分析与未来预测

本文通过对市场化进程的分析 ,指出当前中国总体市场化、行业市场化与地区市场化离目标市场化还有多远 ,并通过问卷调查及计量分析 ,对未来5～10年的市场化进程进行了预测。文章认为 ,未来市场化的最主要障碍是政府与市场的关系以及法制建设。正是在这个意义上 ,中国未来改革的中心任务将是政府职能转换。而想真正做到对政府行为的约束 ,处理好政府与市场的关系 ,就需有制度监督与保障 ,即法律制度环境的完善

A Report on the Process of China's Commercialization:an Analysis of the Status Quo and Forecast

By an analysis of the process of"marketization(MKT)",we in this article intend to point out how far the MKT in China as a whole,in various trades and regions is from the object of MKT,and to predict,by questionnaire,the rate of progress in MKT.In our opinion,the main hindrance to the future MKT is the lack of good relationship between the government and the market and suitable legal construction.It is in this sense that the central task in China's future reform is the conversion of governmental function.If we want to really constrain governmental behavior and properly deal with the relations between the government and the market,a great necessity is the supervision and guarantee by system,that is,the perfection of legal circumstances.Subject Homing,Reestablishment of Order,and the Development of Securities Marketsby Qiu Dong and Chen Menggen In this paper,first of all,we suggest the hypothesis,named economic subject structure,that eˉconomic structure should,in connotation,include subject and object structure;and on the basis of this category,we further point out that essentially,China's reform and opening to the outside world may be said to be the process of economic subject homing(ESH).Based on the concept of economic subject structure,we have in this article ventilated our view that,functionally,the social economic order should be divided into three levels,at the same time ESH being the realization of reestablishing of the social economic order.It was just for fitting the need of ESH and order reestablishment that China's securities market came into being,developed and evolved.In accordance with the theory of ESH and view formed in our analysis,in order to follow the trend of China's ESH and the evolution of order reestablishment and to meet the demand of reality,we should,in the promotion of further development of securities markets,start our work from the following aspects:1.further to make explicit the posiˉtion of the economic subject,removing the effect caused by the residue of the traditional planned eˉconomy system in the securities market;2.to formulate,revise and perfect the legal securities system and other related ones,providing for the development and operation of China's securities markets a complete set of objective,fair,reasonable and perfect game regulations;3.to bind governmental beˉhavior,preventing and weeding out the governmental behavior that oversteps its authority and that over-interfere the market,to supervise the market by law;4.to refree various micro-economy subjects,stimulating the effect of the efforts made by all types of market participants in terms of eˉconomy,and bring their initiative into play to cause them to contribute as they should during the growth of securities markets;5.to drive commercialization by the establishment of sensible adjusting mechanism and by directing the setup that materializes the function of securities markets.
