Facilitating the Development of Industrial Cluster through Planning

Industrial cluster is considered as an effective method to promote economic competitiveness of region or city, as is proved to be valid in the practice at home and abroad and hence attracts much concern from many different scholars. Planning is a way for government to administer the region or city, and will take important effect on industrial development with no doubt. Therefore, the paper aims at researching the development of industrial cluster from the way of planning. Because industrial cluster has different development stage and types, the paper discusses what planning can do. Moreover, it explores matters concerned, including how planning can be used to enhance the development of industrial cluster, in order to facilitate the cultivation, growth and expansion of industrial cluster, and therefore the competitiveness of a region or a city.
