对我国发电技术现状的看法与意见

我国的发电技术与发达国家的差距 要表现在煤电能源平均利用效率低、电厂污染处理技术滞后、核电技术发展落后。经分析，造成落后的主要原因有技术创新管理分散、发电企业缺乏竞争机制。为使我国电力工业在21世纪的国际上具有竞争力，就必须大力改革我国发电技术，如制定国家电力技术创新体系、实施创新工程、建立创新基金的投资风险基金、确立创新的产业路线、实行国家采购重大电力技术创新成果、建立政府、企业、大学和科研机构四位一体的电力技术创新体制等。

A View and An Opinion to Present Status of Power Generation Technology of Our Country

The disparity of electrical technology between progressive countries and ours are denoted by the low average efficiency of coal and electric power consumption and the backwardness of power plant pollution handling technology and of application of nuclear energy.Analyse shows that the main reason of backwardness are the dispersion of management of technological renewing,no sufficient investment and less competition mechanism between power generation enterprises.In order to get better competition ability of generation enterprises in the next century,it is necessary to reform power generation technology of our country, such as establishing national electrical technology renewing system,carrying out renewing engineering,creating renewing fund and investment-risk fund,determining new line,realizing the policy to buy important electrical renewing achievments by goverment,establishing four-in-one electrical technology renewing system composed by goverment,enterprises,universities and research institutes,etc
