摘    要:对教育而言,盈余绝对不是洪水猛兽,而是发展的前提和条件。但中国教育长期害怕教育营利,拒绝教育营利。从经济学和教育学双重角度考察,由于教育法规的制定者对教育营利的性质缺乏了解,因而在教育产权、利润管理及分配方面没有明确科学的规定,一方面使得大量的民间资源缺乏流入教育领域的积极性和动力,减弱了教育兴国的力量,另一方面使得一些民办教育机构(尤其是举办非学历教育的教育机构)不恰当地享受教育利润。对现实存在的性质多元化的教育机构、多元化的收费机制、多元化的收支配比模式、多元化的盈余或盈利概念,应予以区分,分别加以分析,正确认识教育盈余的性质.在此基础上提高教育质量、实现教育公平。

Abstract:As far as education is concerned, surplus is not at all the floods and beasts, but the premise and conditions of development. However, Chinese education has been afraid of seeking profits for a long time and rejected to profit. From the perspective of economics and education, the makers of education laws and rules lack a full understanding of the nature of education surplus, thus there are not exact and scientific regulations in educational property rights, profit management and distribution, and as a result, on the one hand, private resources lack the positiveness and power to flow into education, weakening the educations strength to rejuvenate our country; on the other hand, some educational institutions (especially the noncredential ones) are sharing the education profits inappropriately. So it is important to differentiate the pluralistic educational institutions, charging mechanism, distribution modes and surplus concepts; and it is very necessary to have a right understanding of the nature of education surplus and on this basis to raise the education quality, realize the education equality.
