在传统的防火设计中,设计人员只需要按照规范条文的要求按部就班地进行设计,对于设计所要达到的最终安全水平或目标并不关心。安全目标对设计人员是隐含的。在性能化防火设计中,安全目标是设计人员必须关心的内容之一。安全目标是防火设计应该达到的最终目标或安全水平,除非规范中有明确的规定,一般应该同消防主管部门、建筑业主、建筑使用方共同协商确定。安全目标确定后,设计人员应根据建筑物的各种不同空间条件、功能要求及其他相关条件,自由选择达到防火安全目标应采取的防火措施并将其有机地结合起来,构成建筑物的总体防火设计方案。

In the traditional design of fire protection,the designer only needs to work orderly according to the relevant rules and regulations,while they do not care about the ultimate safety level or objective.The safety objective is implicit to the designer.Safety objective must be one of the factors considered during performance-based design.Safety objective is the final objective or safety level when designs fire protection,except that stipulated in the rules or regulations,the safety objective shall be negotiated and agreed jointly by fire management body,construction owner and the user.After finalizing the safety objective,the designer shall select fire protection measures at his dispose and combine the measures organically,which will compose the overall fire protection proposal for the structures.
