| Abstract: | This paper analysed the reation and the status quo of supervising section and the owner and the contractor.It proposed the commission of the owner and the relation of independence,fairness of supervising. And the three directions which are the management of scene of building,engineering quality control and calculation and payment made exploration and thinking. |
