| 摘 要： | 基于小城镇控规中出现的刚性管控与管理弹性需求不协同等问题，本文以定陶县陈集镇为例，提出了小城镇控规编制三大突破路径：立足区域，确定城镇定位及产业布局；合理确定城镇开发强度；把握底线思维，制定刚柔并济的法定图则。
