适应最严格水资源管理的政府责任机制构建

最严格水资源管理制度的相应配套制度和政策的不完善,导致政府责任存在分工不明确、有法不依及对相关人员监督不严等现象,各地区在开展最严格水资源管理制度时面临着各种不确定性问题。从国内外水资源政府责任相关研究着手,依据我国最严格水资源管理制度的相关概念及内涵,论述了最严格水资源管理中构建政府责任机制的迫切性和亟待解决的关键问题,并在此基础上提出了构建适应我国最严格水资源管理的政府责任机制理论框架,包括指导思想、基本原则、总体目标和主要内容,以期为最严格水资源管理制度的深入研究和政府责任机制的完善提供支撑和借鉴。

The Construction of Government Responsibility Mechanism Adapted to the Strictest Water Resources Management

All regions are facing with all kinds of uncertainty problems in carrying out the strictest water resources management. Based on the existing government responsibility research of water resources both at home and abroad, combining the background, significance and related concept of the strictest water resources management, we expounded the necessity and the problems need to be solved in building the mechanism of government responsibility on the strictest water resources management in this paper. On the basis of this, we put forward the theory framework of government responsibility mechanism adapted to the strictest water resources management, inclu-ding guiding ideology, fundamental principle, overall objectives and main content, which would provide supports and references for in-depth research of the strictest water resources management system and perfecting the mechanism of government responsibility.
