长江口综合整治开发规划若干问题思考

长江口河道多级分汊,江面宽阔,江中沙洲密布,在径流、潮流、波浪等多种动力因素的作用下,河势演变复杂.随着河口地区社会经济的快速发展,对长江口的综合整治与开发利用提出了越来越迫切的要求.为了更好地开展新一轮长江口综合整治开发规划修订工作,对整治开发规划的若干问题进行了探讨.提出了长江口综合整治开发的主要任务与目标:稳定河势河床,合理开发利用淡水资源,保护生态环境,改善航道条件,结合河道整治合理开发滩涂资源,保障防洪(潮)安全.对河势控制规划、北支整治目标与方案、南支河段整治问题、滩涂开发利用规划等方面提出了初步设想.

Several issues in comprehensive harnessment and development plan of the Yangtze river mouth

The estuary reach of the Yangtze river characterizes as multiple-stage bifurcations, wide and sand shoals scattering densely. Under the co-action of multiple dynamic factors as runoff, tide flow, wave etc., the river regime evolves complicatedly. Along with the social and economic development, the estuary harnessment, development and utilization of the Yangtze river become more and more urgent. In order to carry out revision work on the comprehensive harnessment and development plan of the estuary reach of the Yangtze river more perfectly, the main tasks and objectives of the comprehensive harnessment and development and some issues in harnessment and development are discussed. The main tasks and objectives of the comprehensive harnessment and development are: to stabilize the river channel, to develop and utilize fresh water resources reasonably, to protect the ecological environment, to improve the navigation channel condition, to reclaim beach resources with combination of navigation channel improvement and to control flood and tide. The preliminary suggestions about river regime control plan, harnessment objectives and plan of the north branch of the Yangtze river, harnessment problems of the south branch river channel, beach reclamation plan are put forward.
