| 摘 要： | 从大坝安全应急反应角度出发，中关两国在大坝安全应急反应预案或计划编制内容、适用范围、职责、应急保障、应急启动与终止、应急准备等方面各有不同。比较我国水库大坝应急反应预案和美国应急反应编写模式．综合考虑我国水库应急的一些特点，对我国水库大坝安全应急预案提出一些建议。
