制度变迁、意识形态与农村金融体系

制度变迁和意识形态博弈贯穿我国农村金融改革。制度变迁与意识形态拟合程度决定了农村金融改革过程及其绩效。国家的制度供给在我国农村金融制度变迁中是必要的,但缺乏与农户协商的制度供给将不可避免地造成制度供给的低效率。在我国农村金融制度变迁中,要充分发挥农村内生金融制度在优化资金配置、提高金融服务效率的作用,辅之外生金融制度,弥补内生金融制度不足。同时要积极培养农户意识形态,推动自下而上的诱致性制度变迁的发展。

The institutional change and the game of ideological form are present in every part of our country rural financial system.The combine degree of institutional change and ideological form determines the course and performance of rural financial system.The institutional supply of the country is necessary in the Institutional Change of rural financial system.However,lack of negotiating with farmer could make ineffective of institutional supply.In the Institutional Change of rural financial system in our country,we should make the rural internal financial institutions play its role in optimizing currency collocating and improving financial service efficiency.And then make the external financial institutions as a supplement to fill up a deficiency of internal financial institutions.All together,build the ideological form of the farmer and promote the development of induced institutional change from bottom to top.
