| 摘 要： | 一、问题的提出随着我国城镇化进程的加快,农村越来越多的土地被征用,仅以浙江省为例,1999-2001三年间共征地89.48万亩,失地农民105.74万人。征地农转非居民就是在这一过程中新出现的特殊群体。由于征地农转非群体往往被整体迁移,因此他们往往被集中安排在一个社区,这种社区往往被称作“农转非社区”。
