城乡统筹规划的理论基础与内容分析

城乡统筹规划是规划领域的新内容,至今没有一个系统的规划理论剖析。笔者对城乡统筹规划的内涵进行了概括;从构建和谐社会、解决“三农”问题和促进城市发展三个方面,兼顾产业、空间、社会、生态等内容,分析了城乡统筹规划的必要性和迫切性;将共生理论、产业扩散与空间增长的阶段性理论、可持续发展理论作为城乡统筹规划的理论基础,重点论述了共生理论与规划内容、城乡协调间的关系。在理论分析的基础上,从9个方面对规划内容及可能存在的问题进行了解析。最后对城乡统筹规划与区域规划间的关系做了系统的概述。

The Theory and Content of Urban-Rural Planning

Urban-rural planning is the new content of region planning whereas there is no literature to analyze it systemically. The paper defines the concept and analyzes the necessity and impendence from the viewpoint of constructing harmonious society, dealing with the question of "Sannong" and promoting urban development. The paper proposes that symbiosis theory, industrial diffusion, spatial increasing and sustainable development theory as the basic theory for urban-rural planning and e-laborates on the relationship between symbiosis theory and the content of planning and the process of harmony of urban with rural entities. Based on the analysis of basic theory, the author concludes the content including nine aspects and summarizes the relationship between urban-rural planning and region planning.
