苏北地区试点小城镇的规划探索

小城镇快速全面的发展，既是国家方针政策的要求，也是乡村城市化的必然结果。笔者通过苏北落后地区新袁镇的总体规划实践，分析了小城镇发展中性质、规模及布局的弹性问题，并提出了解决弹性问题的规划方法。

The rapid growth of small-sized towns is not only the demand of the state policy,but also the direction of the rural urbanization.This paper analyses the nature of the develoment,the scale,the distribution and the planning method flexible by looking at planing case of the pilottown construction in the north part of Jianshu province.
