浅议商业性矿产勘查项目质量监控与成果验收问题

近年来商业性矿产勘查项目质量参差不齐,针对这一现象,本文从分析矿产勘查项目成果验收模式入手,指出商业性矿产勘查项目质量监控程序及成果验收主体的缺失是导致其质量缺陷的原因之一。对此,本文提出在评审程序中引入独立第三方的野外验收程序,以对商业性矿产勘查项目的勘查工程、勘查工作量、原始资料进行第三方核查验收,补充商业性矿产勘查项目质量监控环节及验收主体的缺位。同时进一步对独立第三方核查工作的流程、原则、核查内容及方法进行探讨,并以两个典型案例为例,说明独立第三方核查工作的重要性。最后对完善商业性矿产勘查项目质量监控和成果验收提出建议,供业界同仁探讨。

Project quality of commercial mineral exploration is uneven in recent years, sometimes submiting false geological data. Commercial mineral exploration project quality management aspects missing, Lack of quality management, quality monitoring, and product acceptance are the main reason for more defects of commercial mineral exploration project quality. Based on the analysis of the current management system, we put forward independent third party field verification procedures in the review process of the commercial mineral exploration project, checking the quantity and quality of the construction works and the raw data of commercial mineral exploration. Additionally, we introduce the orientation, principle, process, content for the independent third party field acceptance, and give some good advices about review process of the commercial mineral exploration project. Eventually, we discuss about the currently leading checking way.
